By repurposing shipping containers into a vibrant, culturally rooted small-business village, the Clearwater Urban Leadership Coalition (CULC) is breaking down the traditional barriers that have long sidelined local entrepreneurs—high commercial rents, prohibitive build-out costs, and limited access to financing.

This initiative is a bold commitment to visible revitalization and measurable local impact. It creates a dedicated home for retail and food-service innovation, activates community gathering spaces, and strengthens the commercial identity of North Greenwood as a premier destination for commerce, culture, and connection.

For too long, historic disinvestment and concentrated poverty have limited the commercial opportunities available to North Greenwood residents. Emerging business owners in our community need more than just a storefront; they need visibility, technical support, and an ecosystem that fosters growth.
